Pak may strike India through terror fighters

The economy of Pakistan does not permit it to launch a full scale hot and shooting war against India but it can always use other means. Cold war technology and terror tactics will be the basis of its attack on India and Uttar Pradesh will be the most vulnerable
Take a direct flight from Pakistan, land in Kathmandu, pick up your grenades and AK-47s from the Maoists and carry on to the UP border. A refreshing cup of tea in Barabanki and then Lucknow lies before you. A normal day in the office for a terrorist. In Lucknow you will meet several Bangladeshis who have settled here in various slum colonies, they know the minute details of every office and sensitive building in the state capital, where its garbage cans are located and where and when how many people congregate there.
For twenty thousand rupees you will get a guide from these slums who will take you to the nearest city in UP you wish to go to. Those who wish to go outside UP may find it possible to pick up leads from Delhi where several domestics, car cleaners and ragpickers hail from Bangladesh too. A network that is unparallel in the world in terms of size, connectivity and sheer numbers and spread.
Kept out of the mainstream of Indian society by their profession these rag pickers cannot have any emotional ties with India. For them it will be immaterial what the man from the other country wants, for the money he gives is good and will last long, so why bother. A dry run will be carried out with the help of these rag pickers then comes the time to strike.
Even as the border is on high alert and the conventional army doing the right thing a small force wearing plain clothes can sneak into several Indian cities, killing at least 200 people in each they will create more turmoil and more emotional damage than any engagement with Pakistan can. A Pakistani leader today might show off his military and air might but will never commit it to a strike. If Pakistan does launch a strike against India it shall be in the form of several small terror outfits maybe even those outsourced from other countries. These will wreak havoc in the cities of India.
Uttar Pradesh where high flyers rule the roost in politics and a semi-literate voters bank ensures that elected representatives are treated like royals may become the happy hunting ground of the Al Qaida very soon. The reason for this lack of governance, a demoralised police force which has to cope with the pressure of dealing with mafia turned politicians every day and political affiliations of the dons of the state. Uttar Pradesh has virtually become a part of Sicily.
The Delhi police has however realised how well this network works and have adopted the ragpicker into their list of helpers. It may be realled that a 10 year-old ragpicker Lallie had fished out a bomb and informed the Delhi police about it minutes after explosions in Connaught Place on September 13.
Today Lailee is among the 5,000 ragpickers who are part of a programme initiated by Chetna, an organisation working with street children in Lajpat Nagar and its adjoining areas. Is the UP Police initiating any such programme? If not it must do so immediately.
